摘要
This paper explores the economic incentives for medical procedure innovation.Using apropri-etarydatasetonbillingcodeapplicationsforemergingmedicalprocedures,wehighlighttwomechanismsthatcouldhinderinnovation.First,theadministrativehurdleofsecuringpermanent,reimbursablebillingcodessubstantiallydelaysinnovationdiffusion.WefindthatMedicareuti-lizationofinnovativeproceduresincreasesnearlynine-foldafterthebillingcodesarepromotedtopermanent(reimbursable)fromprovisional(non-reimbursable).However,only29percentoftheprovisionalcodesarepromotedwithinthefive-yearprobationperiod.Second,medicalprocedureslackintellectualpropertyrights,especiallythosewithoutpatenteddevices.Whenappropriabilityislimited,specialtymedicalsocietiesleadtheapplicationsforbillingcodes.Weindicatethattheadhocprocessforsecuringbillingcodesforprocedureinnovationscreatesuncertaintyaboutboththedevelopmentprocessandtheallocationandenforceabilityofpropertyrights.Thisstandsinstarkcontrasttothemore deliberate regulatory oversight for pharmaceutical innovations.
