摘要
Because of the high population density and the criticality of the transport system the Hong Kong safety regulators have recognised that the high level of safety required cannot be achieved solely by adherence to prescriptive safety standards. They therefore require an additional goal based approach where, by a process called systems assurance, hazards are identified and controlled to meet strict individual and societal risk targets.
