摘要：

The paper analyzes the concept of the public project and the principal-agent relationship of the public project with the relations layer by layer. Aiming to the low principal-agent efficiency of the public project, the paper makes use of the Structural Equation Model (SEM) to validate the key elements influencing the principal-agent efficiency, and then on the basis of the key elements we obtained, the paper supplies some suggestions to enhance the principal-agent efficiency of the public project.
