Privacy and electronic clearance systems

There is a growing realization of the need to address privacy and confidentiality in electronic clearance systems, These systems offer increased convenience and efficiency to truckers and to government agencies responsible for motor carrier administration, Much thought and cooperation have gone into the technological and organizational arrangements needed to make electronic vehicle identification a win-win arrangement for carriers and government agencies that voluntarily cooperate in this area, As these arrangements move forward, information policy issues are rising to the surface with greater frequency and intensity, It is now apparent that privacy and confidentiality are important matters, that they must be explicitly anticipated, and that their resolution must be broadly based and accomplished early in the planning process. This article is intended to help build awareness of privacy and confidentiality so that they can be successfully anticipated and resolved.
