Empirical Study of China's Provincial Environmental Efficiency of Energy Based on SBM-Undesirable

摘要
With increasing emission of greenhouse gas and pollutant caused by large amount of energy consumption, China's economic is facing double constraints of resources and environment. The environmental efficiency of energy utilization is the priority in its energy agenda This research adopts the SBM-Undesirable model to calculate China's provincial environmental efficiency of energy levels, with considering the undesirable output of environment, and construct an indicator "contribution coefficient of output" to analyze regional disparity. The result can be categorized into three types, effective zone, the effect zone and inefficient zone, which is identical with China's regional development. According to the regional disparity from the analysis the contribution coefficient of output, it finds that effective zone reaches the positive maximum in desirable output and the minimum in undesirable output. While, the effect zone has an out-sized undesirable output. But the inefficient zone not only has an excess undesirable output but also a insufficient desirable output. Overall Chinese provincial energy utilization faces the challenge of the economic development and environmental protection.
