摘要：

The paper argued that building energy efficiency in China should proceed from improving building energy efficiency of new residential houses, and the key of new residential houses energy efficiency was to establish a perfect management institution. After the introduction of relevant experience of building energy efficiency at abroad and the current status of building energy efficiency institution in China, from the whole process analysis of new residential buildings, the paper respectively designed the management institution of building energy efficiency in various stages of new residential houses. In the end, the management institutions were integrated to establish a relatively perfect institutional system on building energy efficiency of new buildings houses.
