摘要：

The WTO Agreement on Rules of Origin aimed at the harmonization of non-preferential rules of origin. The harmonization has not yet been finalized and negotiations at the WTO have stalled. Rules of origin will, however, continue to be needed for the customs clearance of internationally traded goods.
