摘要：

As means of incentives, performance evaluation can promote the development of colleges and universities. Based on principle of performance assessment, this paper discussed the methods of performance evaluation of colleges and universities, then modularized it, put forward the specific evaluation methods based on modules and constructed the evaluation index system on the basis of the balanced scorecard. This paper has practical value for our country to provide an evaluation method to carry out performance evaluation of higher education.
