Study on Flood Control and Harnessing Countermeasures to the Floodplain in the Lower Yellow River

Flood control and management of floodplain in the lower Yellow River is significant to guarantee flood control security and economy and society sustainable development of floodplain. Safety construction of the floodplain is the heart for harnessing the floodplain. By completing basic information of the floodplain and founding flood routing model of the floodplain and consummating the basic information system of floodplain, the system can provide science warranty for flood control of floodplain and subfield use and improving safety construction of floodplain and establishing compensation policy of floodplain. The comprehensive measures of hedging flood will be made more scientifically and reasonably. As for the management and development of the floodplain, some policy should be made such as submerge compensation policy, policy about production dikes and policy about socioeconomic development. By constructing cyclic economy, recondition land of floodplain and making the best use of silt resources of the Yellow River, the coordinate development through both regulation of the Yellow River and construction of floodplain can be achieved.
