摘要
This article offers a thoughtful analysis of the design and implementation of social protection systems and anti-poverty programmes in Latin America and the Caribbean. It focuses particularly on the expansion of conditional transfer and non-contributory pension programmes implemented in recent decades. The aim of this study is to draw lessons from these policies and to encourage debate on the challenges and opportunities that the 2030 Agenda for Sustainable Development offers in terms of social protection systems. It argues that doing more of the same will not be enough to preserve progress and achieve higher levels of development in the future. Through examples, it explores the challenges posed by the 2030 Agenda for Sustainable Development paradigm, such as excluded groups, needs arising throughout the life cycle, fiscal constraints and better coordination across sectors. The article concludes with a series of questions for further discussion and a conclusion with policy recommendations.
