摘要：
Making use of the movement of production frontiers, this paper first discusses technological progress concepts, it then gives the calculating formula of technological progress by DEA non-parametric technique. The paper especially proposes testing method of technology level when it shows non-progressive. Finally the paper gives an practical application.
