ORGANIZATIONAL CULTURE OF INFORMATION AND COMMUNICATION TECHNOLOGIES IN THE MUNICIPALITIES OF THE PIURA REGION

摘要
The general objective of the research was to determine the Organizational Culture of Information and Communication Technologies in the Municipalities of the Piura Region, in order to propose a technological model to improve this culture. In the methodological aspect, its design has been non-experimental and according to its characteristics; descriptive and explanatory, cross-sectional; using a sample population of 63 employees. The results obtained indicated that the level of Organizational Culture of Information and Communication Technologies in the Municipalities of the Piura Region is 1-Initial, based on the COBIT reference framework, a result that is too low for effeective management. Therefore, a proposal was made for a Technological Model that will allow improving and modernizing the Municipalities. The proposed Technological Model is based on an Information Technology Strategic Plan and this in turn suggests three fundamental pillars which are: ICT Integration, Web 360 degrees and Online Procedures.
