Modeling urban development and travel behavior for assessment of land use, transportation and environmental policies

This study focuses on how land use policies affect the urban structure and how urban structure affects the travel behaviors. The study introduces two indices, "transport energy consumption" to measure the whole society and "transport cost" to measure individuals, and constructs Land Use Transportation Model and examines the effect of urban land use policies and transport policies on these two indices, based on the Person Trip Surveys conducted at Sendai Metropolitan Areas in 1992. It is found that the expansion of the inappropriate urban areas resulted in the increase of "transport energy consumption" and "transport cosf'' and construction of subway resulted in the decrease of "transport energy consumption" and "transport cost'' for the whole metropolitan areas.
