FINANCING THE DEVELOPMENT OF TERRITORIAL COMMUNITIES IN CONDITIONS OF DECENTRALIZATION

摘要
The article identifies the main sources of financial support for the development of territorial communities in Ukraine in the context of decentralization. It is shown that financial support plays a key role in the development of territorial communities. Therefore, solving the issue of financing territorial communities in order to ensure the development of a particular territory, local financial management is of particular importance. The success of this process provides the ability to use the features of a particular area, finding different sources of financial resources, their accumulation, the efficiency of their use and distribution, creating conditions for effective implementation of economic plans and projects, solving social programs at the local level. The main sources of financial support for the development of territorial communities are identified, which include: local budget revenues, financial support of local self-government by the state, and the search for additional sources of financial resources by local authorities by using development potential in a particular area. It is established that an important place in providing financial resources to the territorial community is played by the local budget. In recent years, the reform has seen much greater participation of local governments in increasing local budget revenues. The success in this process is achieved due to improved interaction with business representatives, increasing the number of registered businesses, and, accordingly, full payment of taxes to the local budget. Although the total amount of revenues to local budgets is growing, there is a significant difference in the revenues of different territorial communities. It was found that the largest difference between the largest and smallest values of revenues of the general fund of the local budget per 1 inhabitant in territorial communities with a population of 5-10 thousand and less than 5 thousand people The analysis shows the level of differentiation in the financial provision of communities, which results in differences in the quality and volume of public services in different areas. This indicates the uneven development of individual territories, the need to review existing approaches to the management of such communities, as well as the significant participation of the state in the functioning of these territorial communities. An important task of local governments is to find additional sources of financial resources by local authorities by using the development potential of a particular area. It is proposed to use a systematic approach to provide financial resources for the development of territorial communities, which involves the use of own sources of income in combination with resources provided by state support of territories, expanding opportunities for creative industries as new sources of local income.
