摘要：
Industrial cluster is an effective organization in enhancing the overall competitiveness of an industry. Enterprises in a Cluster can not only enhance their own strength but also improve the competition of the industry by means of effective specialization and cooperation. Mechanisms of cooperating innovation in a cluster can effectively lower transaction costs and production costs, promote the technology development and innovation, increase enterprises' benefits and better the innovation environment of the cluster.
