Institutional arrangements around the Mexican forestry policy. A networking perspective

摘要
Since its incorporation into the public sphere in 1926, the Mexican State has concentrated the management capacity and management of forest resources and assets, to the detriment of the participation of forest communities. In this context, the objective of this study was to identify the characteristics of the institutional arrangements that condition governance as a constitutive characteristic of Mexican forestry policy. Based on a methodology based on five indicators of social network analysis: network size, network density, degree of centrality, degree of intermediation and degree of closeness. The results show the existence of five characteristics of the institutional arrangements that condition forest governance: 1) governance over governance; 2) exclusion or restriction of communities for access and rights to forest lands; 3) multisectoral coordination; 4) political asymmetry and institutional rigidity; 5) vertical arrangements and centralized management.
