摘要：
This paper analyses how the price element should work in public contract bids, with the aim of rethinking the selection of bids from the perspective of correct execution, which is why attention should be paid to the concept of value, given that the new approach to contracting requires attention to be paid to the concept of investment and not expenditure as a decisive element. Particularly in concession businesses, where loss-making bids jeopardise the correct satisfaction of the general interest.
