摘要：
The theory of project management is developed to the research phase of multi-project management, and the current hot topic is program management and project portfolio management. But in Chinese project management academia, an academic divergence of PgM and PPM is existed. What is the relationship between them and enterprise strategy, and the hierarchy between them? Based on the previous studies, from the aspect of definition, hierarchy and process, the comparison and analysis are made; the relationship between them is discriminated in this paper.
