Design of Jinan City Flood Prevention and Warning Decision-Making Support System based on SQL Server and GIS

Jinan City flood prevention and warning decision support system based on SQL Server and GIS is to make use of real-time rainfall information, real-time hydrological information, engineering information, danger situations, disaster information as well as the rainfall-runoff model in model database based on SQL Server to simulate the road flood situation, real-time forecast the course of the flood (water level, flow, depth, velocity) and possible submerged condition (the scope of flooding, flood water depth), and through the GIS platform to realize visual image display. Then according to the early-warning levels indexes for blue early-warning, yellow early-warning, orange early-warning and red early-warning respectively to determine the rainfall and flood warning level, and to startup the corresponding warning level. Finally, the flood control decision-making and flood control based on the different flood warning levels of flood control programs of decision-making debase are to be carried out. So the decision support system consists of basis database, spatial database, flood simulation model database, flood early-warning database, flood prevention preparedness database, decision-making database, GIS display and so on. The decision-making system will provide a scientific basis for flood prevention department.
