摘要：
In this article, the origin and use of Input-Output Ratio (IOR) was detailedly discussed, and its meaning was defined. The function relationship between IOR and dynamic economic effect index Internal Rate of Return (IRR) was set up, and then calculated the quantitative relationship between IOR and IRR, so as to give the standard value of IOR in evaluation.
