Reverting to state management or conceiving a new form of collective and public service - A latin American experiment.

While considering stat-run water supply and drainage again, we should examine foreign experiments carefully. South american experiments incite us to have a close look at the challenges that new public administrations had to take up : efficiency, patrimonial management, water access, service provider supervision, social control of public service. Reverting to state management cannot be a flashback but it requise conceiving a new form of collective services management that neither private management not state management managed to achieve.
