摘要：
This article considers sustainable development in the context of synergetic effect from energy saving and low carbon green economy. The authors highlight the importance of human capital in the form of creativity and culture for achieving the goals of green economy and sustainable development, this concept also relates to the Russian Cosmism ideology.
