Evaluation and Empirical Research on Industrial Cluster Governance Performance

摘要：
Industrial cluster is increasingly valued as one effectual form of industrial organization. Governance defined in this paper combines local network with value chain to set up a performance evaluation index system. There are 7 factors influencing governance performance of industrial cluster: Infrastructure, performance of local government, capital and innovation, internationalization of value chain, flexibility of enterprises, flexibility of industrial transformation and adaptive capacity of market. They are applied to analyze industrial clusters taking examples of 50 cities in China.
