In this paper, the necessity of legal risk control the electronic banking is firstly analyzed, three steps and methods about the risk management and control in the electronic banking( the market access control of the market, the risk management system and the measures of risk control) is the emphasis, ensure the effective identification, assessment and monitor for the safety of the electronic banking by clear risk management framework, perfect regulations and strict risk control measures.
