Primary problems and its countermeasure and proposal of papermaking industry of China

China's paper & cardboard output and consumption are recently increased to become Number two of the world, but its use of energy, water and resource as well as the pollutant (above all water pollutant) emission level are far below international standards. Furthermore, its COD discharge quantity have exceeded those of all other industries. It is one of the most challenging water pollution problems facing the nation. Base on the papermaking industry construction statistical indices published during the 11th "five-year" planning cycle, this paper analyzed China's paper industry current use of resource and environmental issues. We also proposed some pollution abatement countermeasures taking into considerations of China's resource allocation status within the 11th "five-year" national economy development strategy.
