摘要：

This paper introduces a method of distinguishing the passing time and space of motor and motorless vehicles at the plane crossing road in city, which was established by using optimization theory and creative method in IE technique. Its method makes fully use of the limited passing space at the plane crossing road to design the process of motor and motorless s reasonably. And it can dispel the conflict between motor and motorless vehicles at the plane crossing road, and reduce passing delayed time, and increase efficiency in traffic management. This method obtains the enormous social and economic benefit and gets popularization and application in the traffic management in city.
