摘要
Improving national GHG emissions inventory is a pre-condition of the Russia's compliance under the UNFCCC, and of its' participation in flexible mechanisms under Kyoto Protocol. The Multi-Regional Pilot Project to Develop Monitoring and Reporting Capacity for Greenhouse Gases in Russia started in 1999 is aimed at creating a bottom-up national inventory system in Russia that meets international standards, and at building national experts' capacities for monitoring GHG emissions and sinks. An ultimate objective of the project is to foster credible and meaningful emissions reductions. Efficient and cost-effective monitoring systems will help to develop a sustainable national climate policy and attract climate-related investment in Russia. A successful monitoring system could also serve as a preliminary step for introducing regional emission quotas.
