Approving to modernize: state of education of Santa Catarina (1969/1980) and the Progressive Progress System

摘要
This article is one of the results of the research project entitled Development, Education and Planning in Santa Catarina (1955-2010), whose main objective was to analyze the trajectory and the relation between the national and state education plans with the national plans and state development programs, as well as their guidelines for the formulation of public educational policies in Santa Catarina. This paper will discuss the interface between these plans with regard to investments in education at the national and state level and the policy of the Progressive Progress System (SAP), which envisaged the reduction of high rates of school dropout and repetition between the years of 1960 until the early 1980s. In Santa Catarina, SAP despite being conceived as a pedagogical proposal capable of reducing high reprobation rates was used as a form of cost containment, allowing the students to pass through the educational system more quickly without the effective concern for school performance.
