On the impact of implementing the urban-rural construction land use scale controlled by restricted quotas towards land management at county level: Based on the practice of general land-use planning in Zhejiang province

摘要
In China, the general land-use planning is playing one of vital roles in regional socio-economy. However, many flaws were exposed during the implementation of the previous general land-use planning, such as the rapid decreasing of cultivated land, the land extensive use, irrational expansion of urban boundary, and so on. The accelarating urbanization, with the increasing demand of construction land, relatively slow integration process of rural and urban areas and increasingly serious food security, has brought up the question of how to achieve the permanently sustainable use of land resources in the recent round of general land-use planning. Based on the practice of land-use planning in Zhenhai and Suichang, which are two counties located Zhejinag province, the paper is to discuss the possible impact of the new quotas, which are the control of the total of urban-rural construction land use scale to the future land management at county level. The "Shuang-gua-gou" land use policy, which means that to increase urban construction land use scale is restricted by decreasing rural construction land use scale correspondingly, is discussed. This study shows that the implementation of the new quotas play a great role in its social, economic and ecological effect such as promoting the intensive use of land, guiding the urban expanding orderly, innovating the cultivated land protection model, establishing the exit mechanism of rural construction land, vindicating the regional ecological security. Moreover, it is considered to balance fairness and efficiency during land-use quotas allocation base on that the paper analyzes the realization form of the control of the urban and rural construction land general scale in different region with different economic level. Finally, the paper proposes a bunch of relevant land use policy to help carry out the scientific development concept in land management.
