摘要
As China's market economy institution has basically been established, the pattern of pluralism social interests has essentially been shaped in china. The social emergency management is no longer the government's one-man show because other social subjects such as non-governmental organizations, enterprises and individuals are becoming increasingly involved in social emergency management activities. Therefore, social trust and cooperation among the diverse social subjects are the prerequisite for their participation in social emergency management together. In this paper, we first elaborated the reputation mechanism for the promoting social trust and cooperation and thus to enhance the capacity of the social emergency management based on a detailed analysis about the trust games among multi-stakeholder in social emergency management. After that, we described the basic framework of the online social reputation mechanism (OSRM) and designed the reputation score model in OSRM. Finally we discussed the relevant factors involved in reputation scoring models. We believe in conclusion that the establishment of the OSRM can improve the social emergency management capabilities in China by promoting the trust and cooperation among all subjects and thereby enhancing social participation.
