Development of A Concept to Improve the Quality of Life of The Region's Population Based on A Study of The Factors of Human Capital Development in The Conditions of Innovative Systems

The article identifies the problems of a comprehensive assessment of the results of managing innovative systems from the perspective of a systematic approach for the participants of the systems, describes the methodological approach to assessing the effectiveness of innovative systems from the perspective of the theory of human capital development, substantiates the possibility of achieving the goal - improving the quality of life of the population by increasing the quality of human capital. It is proposed in the article to use the resulting indicator - the quality of life of the population to assess the effectiveness of the innovation policy of the territories, an algorithm of the influence of innovation on the target indicators of the main components of the economic development of the territory with an expanded description of its stages is presented, factorial two- and three-dimensional models of the influence of the main components of the economic development of the territory on the quality of life of the population are developed, recommendations are given on the development of the innovative policy of territorial innovative systems.
