摘要
Since the promulgation of the bidding law, the bidding system has been perfected gradually. However, the current evaluation methods have a certain problem. To make up the above problem, the paper proposes a new method -the improved TOPSIS method. The new method analyzes the limitation of TOPSIS method, and then improves it by applying the weighted skew-spatial distance to calculate each scheme's distance to ideal solution and by putting forward a new method of combination assigning combined with deviation maximization algorithm and the AHP method. Finally an example shows its feasibility and reliability in engineering appraisal bidding.
