Risk Management for Logistics Outsourcing under Public Emergency

In the context of public emergency management, due to its public function and accountability, the logistics outsourcing decision-making is constrained by rigid institution, extensive involvement, and multi-objectives. Meanwhile error cost inspection, lack supervision, and avoiding the difficult and dwelling on the east may take place in the performance. So, government service outsourcing risk management is necessary. The efforts of government service outsourcing risk assessment and management can provide better public service with less cost. Based on analyzing public logistics outsourcing risks structure, this paper applies risk matrix to public logistics outsourcing management. By the process of checking the public logistics outsourcing program's requirements and its technique availability, identifying the risks and impacts, evaluating the potential effects and probability, assessing the risk ratings with expected standard, and implementing plan management, it may operate public logistics outsourcing risk management dynamically and mitigates the risks efficiently.
