摘要：

This paper examines the effects of structural adjustment oil social programmes and conditions ill Zimbabwe. Ir argues that efforts by external aid agencies such as the Canadian International Development Agency to reduce the negative consequences of adjustment are unlikely to be successful because current policies lend to support economistic neoliberal ideology rather than human resource development.
