On Public Crisis Judgment and Mitigation: Government Management Responsibility

The 21st century is an era of crisis management; a number of major historic events of the crisis had a major impact in our society, indicating the necessity of an era of crisis management. China is undergoing social transition period and the period of high crisis, natural disasters, accidents, disasters, public health and social security and other fields of public emergencies have occurred frequently, the face of sudden crisis and uncertainty, our existing emergency response management system can not effectively deal with all kinds of public emergencies, this paper summed up and concluded a large number of domestic and international crisis management, based on the literature to analyze the current crisis in the performance of our public areas and features on China's public root causes of the crisis generated research and explore and put forward the Government under the responsibility of public crisis and response measures. This study for the prevention or reduction of accidents, emergency management, to achieve fast, efficient, scientific decision-making, protect the people's lives and property has important practical significance.
