摘要
This paper explains the changes which are to be introduced to the flood warning procedures following recommendations by a Working Group chaired by the Ministry of Agriculture, Fisheries and Food. The implications of the proposals are considered from the perspective of a local authority engineer with responsibilities for dealing with flood emergencies on the ground. The National Rivers Authority (NRA) and its successor the Environment Agency, will take a lead role in the dissemination of flood warning messages. Details of the system, however, are to be agreed locally. There are many issues which need to be considered by municipal engineers; actions need to be taken quickly to effect a smooth transition and to ensure that people at risk are protected. Local authorities and police forces will need to work closely with the NRA to develop effective communications between each other and with the public.
