摘要
The construction of water conservancy and other structural measures can only reduce the flood disaster to a certain extent. In order to improve the effectiveness of flood control and disaster reduction under the new situation, the flood forecasting and early warning simulation system has been put forward as a nonstructural measure. In this paper, the distributed hydrological model is used as the theoretical basis to design the system. With the help of geographic information system technology, remote sensing technology, network technology and other technical means, the mathematical model with good versatility is constructed, which is based on the three -layer framework of C/S. At the same time, the key technologies and operation functions are optimized, and the integrated simulation system platform of flood monitoring and early warning is designed. The collection of massive data of meteorological, hydrological and forestry departments, and the prediction of flood routing are realized. It effectively improves the ability of emergency response and disposal of flood control and disaster reduction, and achieves the purpose of reducing economic losses.
