On the Need for Transformation of State Policy of Regional Development on The Basis of Determining Perspective Specializations of Constituent Entities of The Russian Federation

摘要
The article analyzes the prospects for the spatial development of Russia on the basis of stimulating the specializations of each region (according to Federal State Statistics Service). We study the specific weight of each region in the all-Russian values of social and economic indicators, which allows us to determine the most developed industries in the studied territories. As a result, it was possible to distribute the constituent entities of the Russian Federation by relative specialization, e.g. the Kursk and Belgorod regions make the largest contribution to the Russian economy through the production of agricultural products, others have a pronounced character in mining (Khanty-Mansiysk Autonomous Region - Ugra), and the third are multilaterally developed (Moscow region). Cities of federal significance play a special part in the Russian economy due to the concentration of scientific and industrial capital. It is proposed to create and implement the state policy of spatial development considering specializations of each constituent entity of the Russian Federation. In this case, the formation of macro-regions using the PRC as example is of certain scientific and practical interest. China tries to redistribute the load on its constituent entities via the creation of macro-regions. In Russia, macro-regions are legislatively described in the Spatial Development Strategy of the Russian Federation, however, due to the short period of validity of this document, significant effects have not yet been obtained. In the future, it is advisable to develop strategies for the development of endogenous factors of economic growth of territories.
