Lessons from recent Oder flood as regards management of the crisis, the post-crisis and the reconstruction

The flood of Oder in July 1997 represents a rare event and a source of information concerning the resources for flood protection and fight against inundations in an European country. It has allowed identifying the fragility of the system of communication between all the stakeholders involved in the issue of flood crisis management, civil protection, army, meteorological and hydrological services, not mentioning the communication between the flood crisis management authorities and the population. In the paper we present the main lessons learnt from the study of return of experience of difference phases of flood crisis and post crisis management we realized in Poland aiming at anticipation of similar situations, which may occur in the Loire river basin in a case of an exceptional flood event.
