摘要：
Almost all national and regional parties have parroted in their manifestos the commitments they made regarding panchayat raj system in the previous Lok Sabha elections. But going by their track records in the states they rule, except for the Left parties, all remaining parries show lack of seriousness in bringing about genuine decentralisation.
