Improving employment outcomes through quality rehabilitation counseling (QRC)

Selected by either empirical (high case closure rates) or peer nominations, 11 exemplary vocational rehabilitation counselors described how they responded to the legislative mandate to serve more people with severe disabilities at a higher rate of competitive employment closures. In a grounded theory analysis of interview transcripts, researchers organized counselor responses into system diagrams depicting the counselors' methods of Quality Rehabilitation Counseling (QRC). Conclusions were drawn regarding counselor predispositions that affect service delivery as well as specific counseling techniques involved in relationship building, assessment, goal-setting and planning, and intervention.
