On the Emergency Response Mechanism for Cross-Regional Emergencies in China

A sound cross-regional emergency linkage mechanism is the objective requirement of the government's guarantee of public security, social stability and national security. Presently, the problems and predicaments existing in cross-regional significant emergency linkage require the Chinese government to establish a perfect cross-regional emergency linkage mechanism in conformity with China's actual conditions. Thus, the problems in China's emergency linkage mechanisms are explored. On this basis, seven measures for the construction of cross-regional emergency linkage mechanisms are put forward. They are improving the awareness of regional emergency, expanding linkage subjects, perfecting rules for regional emergency cooperation systems, and strengthening rights and liabilities of inter-regional chief executive joint conference.
