摘要：

Based on the analysis of the fiscal affordability to economic and social development and to the reform, and to the elasticity of fiscal affordability to the reform, this paper proposes that we should control the fiscal affordability reasonably and properly in order to promote the progress of reform, and emphasize the study of the elasticity of fiscal affordability to the reform.
