摘要：

Parking area planning is an important part of transport planning. This paper first establishes a new appraisal system for parking area, respectively from the investor and the consumer's view, and analyzes the main factor's influence to each index. Then comparing to the model of logistics distribution center, the bi-level programming model for parking lots is put forward and a method for solution is provided. Finally verify the appraisal system by questionnaire survey.
