摘要：

The alarming forecasts of increased water consumption, global freshwater deficiency, and an imminent global water crisis are the focus of a paper that attracted considerable interest from the participants in an RAS Presidium meeting held in late 2008. We hope that our readers will benefit from familiarizing themselves with the author's proposals regarding the solution of the problems discussed, the factual data presented in the paper, and the discussion materials.
