摘要：
The paper has roughly reviewed the basic frame of institution theory, then indicated that the main driving force to develop technology is not technological improvement through evolutionary process, but institutes of technical innovation. It has concluded that perfect institutes play a key role on technological innovation, namely a positive institute will facilitate technical innovation and a negative institute will bind up technical innovation.
