摘要
Nowadays it is necessary to demonstrate that publicly funded R&D contributes to wealth creation and the quality of life. The former is usually measured by industry profitability based on innovation utilising R&D. CERIF provides for input and retrieval of information on products, patents and publications which can be retrieved easily by entrepreneurs to 'mine' new ideas. CERIF also allows for conditions such as IPR (intellectual property rights) to be stored, thus facilitating negotiation of a fair apportionment of finance between the industry and the research organisation. Similar considerations apply to the quality of life: from the discovery of the dangers of the 'ozone hole' based on R&D by the UK British Antarctic Survey to studies of diminishing fish stocks in the North Sea by various agencies. There is a relationship between investment in R&D and the ability better to manage the environment. Again, CERIF provides the ability to input and retrieve relevant information.
