IMPLEMENTING INFORMATION TEHNOLOGY IN ROMANIAN PUBLIC ADMINISTRATION

The pre-requisites from which we start our stud), are: (1) The understanding of using the Information Technology (IT) in Public Administration (PA) system, as a process of implementing specific methods in order to achieve at? improvement of Administration services. (2) We comprehend the "e-Administration" as a product of this process, as a horizontal Administration, a catering one, which allows a fluent exchange of information, both within the system itself as with the exterior. (3) We ascertain IT benefits as a growth factor, responsible for the improvement of the operational efficiency within local and central Public Administration. a change for the better of public set-vices and, in the some time, as an "easy to access" process to all information that public services can provide to the final users. (4) The beneficiaries of IT implemented in Public Administration are the citizens and the companies that operate on the market. (5) Implementing IT in Public Administration requires a technical element - projecting and implementing informational systems, and a juridical one - the setting tip and the improvement of the legislation that makes such actions possible. Starting from the mentioned pre-requisites, we offer as an objective to consider the analysis of setting up and ameliorating the legislative frame required for the "e-Administration" achievement. In order that this objective to be achieved, our study suggests: to diagnose the actual stage of Public Administration (PA) system regarding IT, by anayzing the most significant institutions and administrative services recently "renewed" by IT impact; to analyze the new governmental strategy regarding implementation of IT in Public Administration (PA) system and foreseeing the legislative changes. to try to contribute by several suggestions and legislative proposals to the improvement of legislative frame, which consists in the juridical premise of IT implementation in Public Administration system.
