The primary researches on characteristics and monitoring system of talents environment in Chinese universities

This article thinks we should research university talents environment on the basis of job characteristics of university teacher. By researching the job characteristics of University teacher and their inherent provision to talents environment, this article advances the characteristics the university talents environment should have; by researching the hierarchy of the characteristics of university talents environment, this article builds the standard model of university talents environment. On this basis, this article analyzes the necessity of environmental monitoring system, and thinks the environment affects the talents wholly, unevenly and as a process, monitoring the talents environment must combine result-feedback control with process-feedback control, comprehensive environment appraisal with structure clues appraisal. Based on the theoretical analysis, the article built the monitoring system model of the talents environment of Chinese universities. These findings provide an important theoretic foundation for building and monitoring talents environment of Chinese university.
