Research on Coupling Degree Model between Emergency Events

Recognizing coupling mechanism and coupling degree between emergency events can help integrated emergency management and disaster mitigating effectively. Firstly the coupling mechanism between events is analyzed from the perspective of system theory, then an event coupling degree model is proposed based on Synergetic theory, including efficiency function, coupling degree function and coupling degree index system. The model describes coupling mechanism between emergency events, and quantifies the coupling degree between events, so as to provide effective suggestions for controlling chain-reacting of events. Finally typhoon-rainfall event is taken as an example to verify the model.
